Tony Litton: Competition for talent continues to be a challenge in the industry. Overall, the difficulty comes in keeping skilled and specialized staff engaged in a shifting work environment.
Competition for work has increased in every market place. Market shifts continue to adjust at a greater rate than they did previously. In some circumstances the dynamics have worked to our advantage and at other times against us. Competition for talent continues to be a challenge in the industry.Paul Gibson: During the fourth quarter of 2010 and first of 2011, our back log grew quite rapidly and we had difficulty staffing projects and finding qualified candidates to hire. Since then the back log has begun to decline and the prospects for new work have also declined. Another challenge we’ve faced is knowing when to hire.

Context
For a decade, EPA has been working on boilers and boiler CTAG MACT rules, and requirements for CISW. In response to a 2007 court decision to throw the rules of the boiler MACT EPA, EPA has also been charged with defining what constitutes a solid waste for the agency may distinguish between the boilers (Units Combustion not burn solid waste) and incinerators (those that do).On June 4, 2010, EPA proposed rules (a) regulation of HAPs from all types of boilers (MACT and CTAG), (2) the regulation of multiple pollutants from waste incinerators and (3) define what constitutes a solid waste. These rules were welcomed by the shock of the regulated community because they were so severe, and the rules of solid waste to a variety of common fuels (eg, whole tires) shall be regulated as solid waste. Many in Congress recognized the burden that these regulations would place on U.S. industry and required the EPA to reconsider their approach.
In December, the EPA requested more time to reconsider its approach to the boiler and the rules of solid waste. EPA under a court order to issue the boiler and the final rules of solid waste per 16 January 2011.
